Actually, my cousin and her fiancé moved up there wedding for that reason.  Instead of waiting until he returns from Iraq, they decided get married before he left in case he doesn't return home.

Perhaps it's inartfully worded or maybe it's just me, but I thought it was implied that they meant RELEVANT respondents.  Seemed kind of obvious that they aren't including minors in a marriage statistic, or those who've already been married for >1 year in this particular statistic, for example.

Oh I agree. I also think there is a chance the reporter wanted to make a point and make the number look a lot larger than reality. I took a page from Aske's book and looked at what was presented in black and white ( or for computer types, 1 or 0). How it was worded is simply wrong. It easily could have (and probably should have) been written "7% of all marriages last year".
