I have a carry permit, and the penalty for getting caught carrying and drinking is pretty much the same as fora DUI, with the added caveat that the state keeps the firearm.

As carrying the firearm with the chamber empty, but with a full magazine, meets this definition (the handler must chamber a round, and then pull the trigger), this is a common work around for Utah residents who do not wish to acquire a permit.

I assume the cop is permitted to whomp you upside the head for carrying a firearm with a round chambered? Open hand of course.
Our cops don't
necessarily know our gun laws. There are some (not so) funny stories floating around about cops improperly reacting to someone open carrying. Best policy is to always tell LE your status, "I have a CCW and there is a .380 in glove box, round chambered, full mag, three boxes of ammo in the trunk." Unless, I guess, it's illegal for
you to have the firearm in that condition.
You can open or conceal carry with a round chambered if you have a permit. Anyone, well, given a few sensible caveats, can open carry with the two action provision without a permit. For an open carry state with the most liberal gun laws in the country it's amazing how you never see anyone open carrying.
