I don't get their logic.  The customer has expressly declined long-distance access, yet Verizon provides it over such refusal ... then charges a fee when the customer doesn't use it?

I never knew I had ANY long-distance access available on my home phone (we're another face in the basic-service-only crowd).  Aunt Tillie would've heard from me via my cell, my wife's cell, or a neighbor's phone.
