Yeah but you would notice getting the same exact amount each month and probably wonder how that could be. How could someone use the exact same amount of water each month? Not to mention how low the amount was and the fact that no water was reported to be used on the bill. I'd think it was too good to be true.

She should approach this from another angle. The company was charging her $26.42/month for having an account - and the as company said "we charge you to bill you.". By my account the company failed to provide that service (properly anyway - as they now themselves claim) - so thats ~ $634 that they owe her for failure to properly manage her account. Subtract that from the $1,037 bill and she now would owe ~ $403. Seems fair to me. Just your local neighborhood problem solver at work here
