You should have an option for them under the posting box, but you have to click on "Additional Options" to show the Attach/Browse fields.

Ah, the upload folder is full.  Be right back.

Unfortunately, no.  I think you'd either have to upload it again or if it's an image, copy the url of the previously uploaded picture.
