No smoking on golf courses?

[...] In addition to ATM lines and parks, the law forbids smoking in outdoor dining areas, on golf courses and public trails, in child care centers and hotels, at bus stops and within 10 feet of bars.
It's not law quite yet. Apparently, Oakland, CA has a 'second reading' rule, requiring them to review laws before putting them into the books.

How do they propose to enforce this fine piece of legislation, and will it extend to privately owned and operated courses within the City Of Oakland?

I figure the same way they enforce the no smoking in bars rule. Huge fines for the operators of the establishment, plus the extra business from previously turned off non-smokers. Bars don't even smell like smoke any more around here.

Well, I managed to get one of the first tickets for a PATRON in Alameda County, so I'll rephrase the question: Are they going to patrol the golf courses looking for smokers? Is the marshall going to yell 'Stop, or I'll call a cop?' I'm not 100 pct sure, but I think part of Lake Chabot is actually outside the City Limits, can I smoke on the parts that are outside? And what about that whole privately operated thing, anyway?

No, seriously. WTF are you saying? It's true, we have strick smoking rules in Queensland. Our club has enforced the rule on the golf course (because of the drinking license), but people still take no notice of it, its not like you have the "smoking police" out there on the look out.
