office/computer etiquette question

So let's say you share an office with some people.
Let's say further that you have a very expensive software program for shared use, but only 1 license for it which requires syncing to a license server.
Let's say you need to use the program, but someone else is. That's tough crap I suppose.
However, let's say that person leaves for lunch , a meeting, or for the day (even) with the program still on (yet it is idle-- that is, it is a fully interactive process, no background operations to be run overnight, etc).
Let's say the user practices good PC security and doesn't leave their machine where anyone can walk up and use it without a login credential.
Let's say further that the office supervisor/boss has sent an email discouraging this behavior.
After how long (time wait) and/or how many instances of this behavior is it acceptable to simply walk over and yank the power plug on their box when they are away?

If hard line I'd disconnect him from the network. No loss on his end and easy to rectify.

there's no way to know he/she isn't running a background process over the network (we have various reasons to legitimately do that while away/overnight... file archives, interactive computing cluster connections, etc. ) so in some cases it could be just as bad as simply powering the machine down- could cause local and network (and that's the real worry i have) data problems either way |

Well then, two solutions spring to mind. Both involve your supervisor/manager. 1) Have someone in the office who can authenticate on any machine. 2) Pry open the *goshdarn* wallet and buy more licenses. It's taxpayer money anyway you cheap bastages.  Or what you said.  |

Or what you said. lol, yeh, i fired off an email to the boss (again) jsut a minute ago about harassing the user himself. and i doubt i will get another license or 'admin' type rights over other people local boxes..... oh well |
