I'm not sure what that bolded sentence really means. Are they saying that on average, a taxpayer receiving a refund of $N spent 1.4 x $N within 9 months? If so, what does it really matter? That could represent the normal spending habit of US consumers. On the other hand, are they saying that on average, a taxpayer receiving a refund of $N spent 1.4 x $N MORE than he/she would had he/she not received the refund at all? If so, how can you really know this?

Mid-May or early July, depending.  It was supposed to go in with direct-deposit instructions, but I think we got our refund as a paper check.
