Same here. The presence of a HOA usually meant a potential house was taken off the list. (plus, around here, houses with HOAs are mainly in newer developments and have smaller yards)

The law should be amended to permit the HOA to file the property lien and to sue in small claims or state court (preferably the former). Get a judgment (just as they would if trying to foreclose), but garnish wages for the piddling amount v. foreclosing on the home. Foreclosure should only be permitted after the delinquent amount itself (exclusive of interest, attorney/collection fees, and add-on crap) exceeds some significant number.
I wondered what the overall economics were for the HOA. Loss of $582 v. the cost of all the wrangling that couldn't be folded into the judgment, property taxes while they held the property, upkeep (wouldn't want them to have to threaten to foreclose on themselves for an untidy yard!), loss taken on the sale in this real estate market ...
